company, headquartered in Nashville, TN, with satellite offices in Hendersonville
and Dickson, TN. Tate Commercial Enterprise Incorporated is organized as an S-Corp.,
the parent company of Tate Commercial Services. TCS is organized in accordance with
the laws and regulations for the State of Tennessee. We are fully insured and bonded
and take great measures to fulfill the needs of our customers. Tate Commercial Enterprise
is certified through the Small Business Administration as an 8-A contractor. TCS
is also certified as a Minority Business Entity (MBE) qualified by the Tennessee
Minority Supplier Development Council and the Tennessee Governor’s Office of Diversity,
and the Nashville Metropolitan Airport.
Our firm has a definitive, tractable, successful experience in janitorial and custodial
services for clients in business, industry, and government. The company's proposed

OPERATIONAL OVERVIEW For our Janitorial Services
projects, our operational objective will be "Sustained Capability and Readiness."
Toward that end, Tate Commercial Services has skillfully structured a staffing plan
that not only provides best value to our customer, but also addresses what we believe
are the two most critical keys-to-success on any large-scale support services endeavor.
Those success keys are:
1. The systematic, orderly accomplishment of work - on time, within budget, and
to the complete satisfaction of our client.
2. The continuous, uninterrupted gathering and dissemination of critical project
information - accurately and on real time.
To help accomplish our operational objective, we have organized and staffed our
program to respond successfully to the following major technical and management
issues:
- Need to ensure continuous, uninterrupted, high-quality services.
- Need to provide a high level of responsiveness.
- Need to work in partnership with the Contracting Officer's Technical Representative.
- Need to exercise strong cost and schedule controls.
- Need to maintain flexibility in response to new and changing situations.

MANAGEMENT APPROACH Our management approach similarly
will be directed toward these objectives. To the greatest extent possible, we will
entrust to our full-time, on-site, key management and supervisory personnel the
autonomy and flexibility they need to make critical personnel- and workload-based
decisions at the project level. At the same time, we will provide our key management
personnel with the finest administrative, technical and resource support capabilities
in the service industry from our Corporate Headquarters in Nashville, TN. This proven
management approach allows our key management and supervisory personnel to spend
the bulk of their time in the field concentrating on matters of operational importance,
rather than in an office filling-out forms.
TECHNICAL APPROACH We propose to provide the full gamut
of our expertise, experience, and oversight to ensure our clients the highest quality
janitorial services in the industry. We propose to provide an optimum mix of skilled
and unskilled personnel, all dedicated to establishing and maintaining the highest
levels of customer satisfaction now and throughout the life of the contract.
For day-to-day, routine, and recurring contract services, our Project Manager and
Alternate Project Manager (Janitorial Supervisor), and designated day and night
shift supervisors will be highly trained and sufficiently motivated to ensure workforce
compliance with the highest standards for quality, timeliness, cleanliness, safety,
and personnel integrity.
Personnel APPROACH Ongoing, our overriding personnel
objective - as it is on every support services contract we undertake - will be to
eliminate personnel turnover altogether. Eliminating turnover not only maximizes
our ability to maintain peak performance, but also reduces substantially the production
ebbs typically associated with new-hire orientation. To assist in the recruiting
process, a specially trained recruiter at our headquarters in Nashville, TN will
conduct interviews on a regular basis to ensure that Tate Commercial Services maintains
a constant reserve pool of qualified personnel who can be mobilized quickly in the
event of surge requirements.
Finally, as new technologies develop and operational procedures refine, we will
provide at no cost to the client the requisite resources and training to ensure
that all contract personnel maintain the learning curve of their respective disciplines,
thus further improving the quality and enhancing the timeliness of services we provide
to our clients throughout the life of the contract.
QUALITY CONTROL OVERVIEW By definition, quality control
is the formal and informal process of inspections, deficiency reports, and corrective
action cycles used to quantitatively, systematically, and accurately verify the
quality and timeliness of services provided to the client by contract personnel.
Tate Commercial Services is keenly aware of the critical role quality control plays
in achieving and maintaining customer satisfaction. We are firmly committed to controlling
quality at every functional and administrative level of support. Toward that end,
we have developed and will implement a Total Quality Management (TQM) Plan that
covers all contract requirements, both functional and administrative. Our QC Plan
combines traditional, inspection-oriented processes with progressive, education-
and training-oriented protocols to form a Total Quality Management (TQM) package
that we believe rivals any in the Janitorial service industry.
The overriding objective of our TQM program is Continuous Process Improvement (CPI).
The key to CPI is a carefully planned, rigorously enforced inspection program, carried-out
by qualified and motivated team leaders at every functional level of program activity.
The typical result when work processes continually improve is enhanced productivity,
improved performance, and exceptional customer relations.
We believe our TQM program will accomplish these objectives from the very first
day of contract start. Moreover, we believe it will provide the Contracting Officer
and Quality Assurance Evaluators (QAE) with a comprehensive, objective, real-time
method for evaluating both management performance and support staff capability with
unprecedented ease and accountability.

in Nashville, TN. Tate Commercial Services is located at 315 10th Avenue North Suite
108 at The Nashville Business Incubation Center; one of the most successful Incubation
